PTAC Client Success: Joyce & Associates Construction

Joyce & Associates Construction, Inc. is a small business with annual revenues under $36M that has been performing contract work for over 35 years. Their management team has 190 years of combined experience in performing Federal Construction Contracts. They have a skilled work force of approximately nineteen employees with twelve of them being very highly qualified superintendent and quality control representatives.
Their office is located in Newport, NC and a large portion of their work has been at surrounding government installations. They have successfully completed many projects for the U.S. Postal Service, U.S. Coast Guard, U.S. Army Corps of Engineers, NOAA, U.S. Forestry Service, National Park Service, U.S. Fish and Wildlife Service, GSA, State of North Carolina and local governments to include work at schools, hospitals, airfields, administration buildings, boat ramps, waste transfer facilities, recreational facilities, clubs, food services and similar types of facilities.
However, working with the Federal Government has become more challenging over the years. Some of the challenges that that the company has had to address include: unrealistic contract task order requirements, adhering to contract specifications that they feel are wasteful, ever changing safety requirements, the ability of the Federal Government to issue contract modifications involving money and/or time in a timely manner, and increased competition.
PTAC has provided Joyce & Associates with Contract Solicitation interpretation services and assistance with regulations that have been incorporated into their contracts by reference or full text. Joyce and Associates overall outlook on the future of Federal Government Construction Contracting is good. As long as the Department of Defense has facilities that need to be repaired or existing infrastructure that needs to be upgraded Joyce & Associates stands ready to assist them for the years to come.
