Blue Arbor Inc., A Long-Term Relationship

Blue Arbor, Inc. (formerly Temporary Employee Services, Inc. DBA TESI) is a staffing, screening and contracting company that was established in a small office with one employee in New Bern in 1981. The company has grown in the past 30 years to be a regional company serving private and public sector clients in the Southeast. Still headquartered in New Bern, offices are now located in eastern North Carolina, Georgia, Florida and Mississippi. The company is currently a prime contractor with the Department of Defense and other Federal Agencies in North Carolina, South Carolina and Florida. The also hold several sub-contracts with Prime contractors operating on military installations in South Carolina, Florida, Alabama and Mississippi. The company currently has over 2500 private sector clients in the Southeast.

Most of the issues over the past several years have been related to the company’s GSA contract under Schedule 736 TAPS (Temporary Administrative & Professional Staffing Services). The company’s interaction with PTAC started back in 2009. The original proposal for their GSA schedule languished in the Southwestern Acquisition Center until PTAC became involved and assisted in moving the process forward. After contract award, the company reached out to their PTAC counselor again for assistance in resolving issues with their enrollment and submission of invoices in Wide Area Work Flow (WAWF) so that they could get paid for their first contract with the Navy.

Most recently, Blue Arbor has been challenged by the System for Award Management (SAM), the Defense Logistics Agency (DLA) and GSA recognizing the change in their corporate name and the contract modifications necessary to add several Job Titles to their GSA electronic catalog. Again, the company reached out to their PTAC counselor for assistance with navigating through the arcane procedures involved in the official Change of Name and contract modifications associated with Job Title additions.

Blue Arbor has just been awarded their second contract to provide personnel to the US Department of Justice. Their contract with the Navy was recently renewed and the contract to provide personnel to the International Broadcasting Bureau has recently expanded. They are in the second year of a major, three year contract with the NC DOT. Their subcontracting efforts are also on the rise due primarily to their performance as a sub-contractor with various primes. Meanwhile, their private sector customer base continues to expand.

Blue Arbor Inc. has had great success thanks to the local PTAC counselor and will continue relying on SBTDC/PTAC team to be a key partner in their future expansion and success.
